Who Speaks for the Policy?

We are getting more and more confuse recently when government announce certain policies. It seems a lot of ministers and goverment servant could represent and speak different version of a same policy.

When the government ask to make use of government facilities instead of grand hotel to held seminars, training, etc. The Malacca government have a different thinking saying that the hotel may close down as the government contribute 70% of the usage of hotel function rooms. Another big contribution of our money to the private sector.

When the government announced the procedures to get the rebate from the Pos office in today's paper with only our smart IC. Pos Malaysia saying that one could not get the rebate if he did not clear his samans. Now, what is what now? In fact, we are not so agreed with the rebate procedures as this will waste a lot of quality production time from both the government and the people. What to do, we are just a 'small' people that can't even go demonstrate this afternoon in KL. By the way, be prepared to go a few trips to Pos office to get the rebate. The net rebate shall then like below formula:

RM625 - (2~3 trips x petrol consumption to Pos office) - car park fee - saman (if unfortunate) - production time = net rebate.

I used to help my mum to send money order to my brother studying in UKM. Thats was in early 80s. I can't believe we ae now still relying on money order for the rebate. And I certainly also dun know why we use the rebate method.
Don't have have better planners around? Are are they all in PR?
